GTAP’s 2025 Declaration sets out the Platform’s shared vision and priorities for the continued development of fair, effective, and future-oriented international tax systems. Adopted by GTAP members and observers and signed in Kathmandu on 19 November 2025, the Declaration reaffirms the central role of tax advisers in supporting compliance, legal certainty, and ethical conduct, while fostering constructive dialogue between policymakers, tax administrations, and the profession. It underscores the importance of transparent and predictable tax rules in promoting sustainable economic growth and trust in tax systems.
The Declaration also addresses evolving global challenges, including digitalisation, artificial intelligence, sustainability, and increasing administrative complexity. It calls for human-centred tax policy, strong taxpayer rights, effective dispute resolution mechanisms, and inclusive international cooperation that reflects the perspectives of both developed and developing economies. The 2025 Declaration represents GTAP’s collective commitment to shaping international taxation through professional expertise, integrity, and ongoing engagement at global level.
