The 2021 GTAP Declaration sets out five global priorities in international taxation, reflecting the shared objectives of the Global Tax Advisers Platform (GTAP) and its founding bodies: CFE Tax Advisers Europe, AOTCA, and WAUTI. The document underscores taxation’s central role in addressing post-COVID economic recovery, advocating for multilateral cooperation, modernised tax systems, and coordinated global responses to combat tax evasion and support fiscal resilience. It also calls for proactive engagement in tackling climate change through sustainable tax policies that support the transition to a low-carbon, circular economy.
In addition, the Declaration highlights the importance of tax morale, digitalisation, and emerging technologies such as blockchain. It emphasises the need to strengthen trust between taxpayers and governments, ensure transparency, and support tax certainty as a means of fostering compliance. GTAP encourages the development of international tax standards that align profit allocation with economic substance in an increasingly digital economy, while recognising the transformative potential of blockchain for secure, real-time tax data exchange.
